Yeah, it's not very suitable for smaller apps, but rather for servers and similar long running processes. The only reason this application has to be done in Java is that it has to run on various versions of Windows (XP, 7, 10 and a few of those Server Editions) and it's much easier and reliable to connect to Access databases from Java than from any .NET language; plus, it is just a .jar file that can be distributed through a shared folder, whereas with .NET there are DLLs and installers and whatnot.
