Not specifically. It's not inevitable that bio should follow the same path as computing, but all the same tools seem to be lying around. For example, emerging 'Homebrew Computer Club'-like organizations such as build-a-cell [0], infrastructure such as Richard Murray's biomolecular breadboards [1], and the emerging culture of non-professionals such as [2], [3], [4], among (presumably) less-visible others.
